Buying At The Meridian: What A 2007 Boca Oceanfront Building Actually Owes You In 2026

August 6, 2026

Most buyers walk into One North Ocean assuming the building is too new to worry about. It was completed in 2007, common areas were refreshed in 2018, and the sales pitch mentions a healthy reserve fund. That reads like a clean file. It is not the full file.

Florida's post-Surfside statutes split building safety into two clocks. The Meridian is early on one and already running on the other, and the gap between those two clocks is where a careful buyer negotiates.

The thesis

The Meridian's initial milestone inspection under Florida Statute 553.899 is still years away, but the Structural Integrity Reserve Study obligation applied to the association in 2025. A boutique 31-unit oceanfront building cannot meet the SIRS funding schedule the same way a 300-unit tower can, because every mandated dollar of structural reserve is spread across a very small denominator. That math, not the view or the finish level, is what shapes your offer.

The two clocks, applied to one building

Under state law, condominium and cooperative buildings three or more habitable stories must complete a milestone inspection by a licensed engineer or architect once the building reaches 30 years from its certificate of occupancy, or 25 years if it sits within three miles of the coastline, with subsequent inspections every ten years. The Meridian is five stories, oceanfront across A1A from South Beach Pavilion, and was delivered in 2007. On the coastal 25-year trigger the first milestone lands around 2032. On a 30-year trigger it lands around 2037. Palm Beach County's local enforcement position determines which of those applies, and that is a question your agent should confirm with the City of Boca Raton building department before you write an offer, not after.

The SIRS clock is different. Under the DBPR framework and the 2025 amendments in HB 913, associations that existed on or before July 1, 2022 were required to complete a SIRS by December 31, 2025, and associations required to perform a milestone inspection on or before December 31, 2026 could align the two. The Meridian's milestone is not due yet, so the SIRS should already be complete and on file. The document exists or it does not, and if it does, its funding plan is public to owners and disclosable to buyers.

Requirement Trigger for The Meridian Status a buyer should verify
Milestone Inspection, Phase 1 25 or 30 years from CO (2007) Not yet due; confirm which trigger Boca applies
Structural Integrity Reserve Study Existed before July 1, 2022 Should be complete; request the report and funding schedule
SIRS reserve funding Cannot be waived on budgets adopted after Dec 31, 2024 Read the last two annual budgets
10-year SIRS refresh Every ten years Calendar the next cycle

Why 31 units changes the negotiation

Boutique scale is a feature in the brochure and a friction point in due diligence. A SIRS identifies structural components critical to safety, and the funding plan spreads their replacement cost across the ownership base. Divide a projected concrete-restoration budget by 300 doors and it becomes an assessment line item. Divide it by 31 doors, all of them 2,000 to 3,800 square foot oceanfront units, and it becomes a five- or six-figure number per unit. That is not a reason to walk. It is a reason to price the exposure.

Compounding this, Boca's coastal insurance market has contracted, and oceanfront buildings carry the highest master-policy premiums, passed through to owners via HOA dues. Older direct-ocean high-rises have had trouble securing adequate master coverage at all, which pushes loss-assessment risk onto individual HO6 policies. Ask your carrier to quote loss assessment coverage as its own line, not as a default rider.

What to pull during the inspection period

The FloridaRealtors/Florida Bar contract inspection window is negotiable and typically ten to fifteen days, and the Florida Condominium Act gives you three business days to review condominium documents after you receive them. That is a short runway for a building with this much financial texture. Ask for the full packet at the moment you go under contract:

  • The completed SIRS report and its ten-year funding schedule
  • Two most recent annual budgets, side by side, so you can see whether structural reserves are actually being funded per the SIRS
  • Two years of board and members' meeting minutes, read for the words "assessment," "reserves," "insurance renewal," and "restoration"
  • Current master insurance certificate, with a separate line for wind and for flood
  • Estoppel with any pending or approved special assessment
  • Any Phase 1 or Phase 2 engineering reports the association has commissioned voluntarily
  • Rental restriction language, because The Meridian's lease rules affect both use and financing

If any of the above is unavailable, that itself is the finding.

The lender question most buyers underestimate

Condo project eligibility is not just a Meridian issue, but it hits boutique buildings harder. Lenders review master insurance adequacy, reserve health, and any litigation before they will lend inside the project. With 31 units, a single owner in litigation with the association, or a single lapse in master policy scope, can push the project onto a lender's non-warrantable list overnight. If you are financing, get your loan officer the association's condo questionnaire early, and treat the answer as a contingency, not a formality.

Reading the last two budgets

Before SB 4-D, associations could vote to waive reserve funding, and many did. The 2018 common-area renovation at The Meridian was a good sign, but it did not exempt the association from the modern SIRS regime. On budgets adopted after December 31, 2024, structural reserve funding for SIRS-identified components cannot be waived. Compare the reserve line in the 2024 budget to the 2025 and 2026 budgets. A jump signals the association is aligning to the SIRS funding plan. A flat line signals either the SIRS did not identify significant near-term work, which is possible for a 2007 building with impact glass and a recent common-area refresh, or the association is behind. Both are answerable questions. The minutes will tell you which.

How this shapes the offer

  1. Set the inspection period to at least fifteen days, and specify in writing which condominium documents the seller must deliver on day one.
  2. Price the assessment exposure explicitly. If the SIRS identifies a near-term project and reserves cover it, that is neutral. If reserves do not cover it, that is a credit or a price reduction, not a walk-away.
  3. Bind wind and flood insurance quotes before you release the financing contingency. In a 31-unit oceanfront building, your HO6 loss-assessment limit matters more than your dwelling limit.
  4. Ask for a seller representation on any pending special assessment through closing. Estoppels are a snapshot; boards vote in real time.

The lifestyle case still holds

None of the above changes what the building is. Robert Swedroe designed a five-story European-inspired boutique with private-elevator entries, ten-foot ceilings, impact glass, and a corner position across from South Beach Pavilion. Palmetto Park Road walks you into Trattoria Romana and Casa d'Angelo, Mizner Park is a mile west, and Red Reef Park sits a short drive north. That is the reason people buy here. The reason they overpay here is that they treat the diligence as a formality.

FAQ

Is The Meridian required to have completed a milestone inspection yet? No. The building was delivered in 2007. The initial milestone falls on either the 25-year coastal trigger or the 30-year statewide trigger, depending on Boca's local enforcement position. Confirm the applicable trigger with the city.

Does the SIRS requirement apply anyway? Yes. Associations that existed on or before July 1, 2022 were required to complete a SIRS by December 31, 2025 under the DBPR framework, updated by HB 913 in 2025.

Can the association still waive reserves? Not for SIRS-identified structural components on budgets adopted after December 31, 2024.

How long is my document review window? Three business days for condominium documents under Chapter 718, inside a broader inspection period that is typically ten to fifteen days under the FloridaRealtors/Florida Bar contract.

Is a Phase 2 finding a reason to walk? Not automatically. It is a reason to read the scope, price the remediation, and confirm the reserves fund it.
